Headquarters Library offering limited services during restoration period
           
Headquarters Library, 300 Maiden Lane, reopened Monday, October 31 at 9 a.m. pending any unforeseen circumstances.
Headquarters Library is undergoing repairs and restoration since the basement was flooded due to Hurricane Matthew. It housed library administration, community relations, computer services, technical services, and facilities and maintenance. These departments are being relocated to the first and second floors.
During the restoration period (at least through the end of December), all meeting rooms are unavailable to the public due to the relocation of staff offices. The Local & State History Room is also being used for staff offices; therefore, it is not accessible to the public. Staff will assist customers on a case-by-case basis in using materials at a service desk on the second floor. Some Local and State History Room materials will remain inaccessible during the recovery period.
Currently, the elevator is not operational. Staff will assist customers who need materials from the second floor. Most of Headquarters Library programming has been suspended or relocated during November and December. All regular story times will be held as scheduled; customers with limited mobility are encouraged to attend story times at one of the other library branches. A full calendar of all programs proceeding as normal can be found on our website; the story time schedule at all locations can be found here. All Writers’ Workshop programs at Headquarters Library are postponed until spring.
During the recovery period, public parking spaces are limited due to the presence of trucks needed for restoration work. Customers may park in the lot adjacent to the library and in the lot directly across Maiden Lane; some reserved library parking is available as well as paid spaces.
The Friends of the Library book sale room was also flooded and many books had to be discarded due to contaminated flood waters. The Friends book sales for November and February have been cancelled.
Individuals interested in supporting the library or donating materials can select "Give Now" on the library's website for more information.
            Please also note another upcoming closure: Cliffdale Regional Branch (6882 Cliffdale Road) will be closed October 31 – November 4 for replacement of the HVAC system.

Cliffdale Regional Branch Closed October 31 – November 4 for HVAC Repairs

Cliffdale Regional Branch is scheduled to be closed for HVAC repairs Monday, October 31 through Friday, November 4. The library is planned to reopen on Saturday, November 5. Any changes to this schedule will be posted at www.cumberland.lib.nc.us or the library’s Facebook page.  

Cliffdale Regional Branch’s book drop will be open during the closure. Library customers are encouraged to visit one of the library’s other seven locations. The two closest locations to Cliffdale Regional Branch are Bordeaux Branch, 3711 Village Drive, and West Regional Branch, 7469 Century Circle.

Water Distribution, Food Stamp Replacement, and More

FAYETTEVILLE, N.C. –   Here is an update on storm-related information.

Food Stamp Replacement:
Cumberland County residents who are already receiving food and nutrition benefits and have experienced flood damage and/or power outages may apply for replacement Food and Nutrition Services benefits. Go to DSS today from 9 a.m. to 8 p.m. and then during normal hours starting Thursday.

This is only for clients already receiving food stamps. We are awaiting instructions from the state regarding disaster food stamps for residents who do not currently receive food stamp benefits, but who have experienced flood damage and/or power outages as a result of Hurricane Matthew.

If you have questions about replacement food stamps, call 910-323-1540, and select option 4 for food stamps from 7:30 a.m. to 5 p.m. Monday through Friday. Please do not call the Child Protective Services line after hours or leave messages regarding food stamps.  The purpose of the Child Protective Services line is to report incidents of abuse and neglect.

Water Distribution Points Updates:
Residents can still go to the following locations to pick up free water provided by emergency management officials.  Distribution is limited to one case per family.  Hours are 10 a.m. to 7 p.m. or while supplies last.

·         District 7 Elementary School, 5721 Smithfield Rd., Wade
·         J.S. Spivey Recreation Center, 500 Fisher Street, Fayetteville

Shelter Locations and Updates:
Four shelters are still in operation throughout the area.  The current combined occupancy of these shelters is 109 people.  The location of the four shelters is listed below.

·         Spring Lake Recreation Center at 245 Ruth St., Spring Lake
·         Smith Recreation Center, 1520 Slater Ave., Fayetteville
·         South View Middle School,  4100 Elk Road, Hope Mills
·         Kiwanis Recreation Center,     352 Devers Road, Fayetteville

Donated Goods and Volunteer Management Efforts:
Organizations and individuals are reaching out to help our community as we begin to recover from Hurricane Matthew. Two major organizations, Manna Church and Covenant Love Church/ Operation Blessing Disaster Relief, are coordinating volunteer efforts and providing post-disaster assistance to residents.

Manna Church, 5117 Cliffdale Road, is coordinating volunteer efforts related to trash and debris removal, tarps for homes, water and food assistance, and communication assistance with insurance companies. Call 650-2-RESCUE (737283) or 910-867-9151 for more information.

Covenant Love Church/Operation Blessing Disaster Relief, 420 Dunn Road, is serving hot meals daily at 5 p.m.

 Volunteers are also assisting with gutting and debris removal, as well as packing and salvaging personal belongings. Call 757-272-8650, Monday through Saturday, 9:30 a.m. to 4:30 p.m. if you need help.
Volunteers who want to assist are asked to register at 8 a.m. Monday through Saturday at Covenant Love. Orientation and training will take place at 8:30 a.m. Wear rubber boots and long pants for safety reasons.

The American Red Cross also needs volunteers. Call 910-867-8151 for more information.

FEMA Assistance:
The Federal Emergency Management Agency (FEMA) announced that federal disaster assistance has been made available to Cumberland County to supplement state, tribal, and local recovery efforts in the area affected by Hurricane Matthew.

This will make federal funding available to affected individuals in Cumberland.  Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

Federal funding is also available to state and eligible tribal and local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work in Cumberland County.

Residents who submitted pre-applications for individual assistance must follow through and complete the full application process outlined below.

Individuals and business owners who sustained losses area can apply for assistance online at www.DisasterAssistance.gov or 1-800-621-FEMA (3362).

Disaster assistance applicants who have a speech disability or hearing loss and use TTY should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.

The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. seven days a week until further notice.

Another announcement will be sent once FEMA officials are in our area and a Disaster Recovery Center is established. It is very important that residents call the FEMA line at 1-800-621-3362 and not local emergency management or government offices.

Strickland Bridge Road Closure Affects West Regional Branch

Strickland Bridge Road is currently closed between Fisher Rd. and Dundle St. and is estimated to remain closed for two to three weeks. Due to this closure the #10 bus is not currently running to West Regional Branch.

The library is open and is accessible through alternative routes; however, the closest branch accessible by bus is Cliffdale Regional Branch, 6882 Cliffdale Road, which is served by routes #17 and #18. North Regional Branch, Bordeaux Branch and Headquarters Library are also located on bus routes.
